• PESO / CCOE / CCE?
PESO: Petroleum and Explosives Safety Organisation, Is it the Department of Explosive situated in Nagpur. It is also known as CCoE / CCE : Chief Controller Of Explosives.

• Petroleum Rules, 2002:
Petroleum has been defined under the Act and Rules as liquid hydrocarbon or a mixture of liquid hydrocarbons and any inflammable mixture containing liquid hydrocarbons.
The work relating to administration of these Rules covers approval of Refineries, Petrochemicals / Oil / Gas Processing Plants, transport of petroleum by water, land and pipeline, Flameproof and other safety equipments for use in areas laden with flammable gases and licensing of storage installations, Tank trucks for transportation by road, aircraft refueller.
The Organisation carries out inspection of these premises to ensure compliance of Rules and safety measures.

• Competent Person
Competent Person is a person(s) appropriately trained and qualified to carry out the required inspections, examinations and/or testing.
• What is Rule-126?
Rule 126 of the petroleum Rules, 2002 is for the certification of tested tanks by water pressure after before installation and then secured in the final position/repaired and found them free from leak and suitable for the storage of petroleum.
• What is Rule-130?
Rule 130 of the petroleum Rules, 2002 is for the certification of Safety or Petroleum Installation. Certificate of Safety is required to get licence from Controller of Explosives for Petroleum Storage Tank Installation constructed as per Petroleum Rules. 130.

• Precautions to be taken against fire in Petroleum Storage:
(1) No person shall smoke in any installation, storage shed or service station saves in places specifically authorized by the licensing authority for the purpose.
(2) No person shall carry matches, fuses or other appliances capable of producing ignition or explosion in any installation or storage shed, which is used for the storage of petroleum.
(3) No fire, furnace or other source of heat or light capable of igniting inflammable vapour shall be allowed in any installation, storage shed or service station save in places specially authorized by the licensing authority for the purpose.
(4) (i) An adequate number of portable dry chemical powder or any other fire extinguisher capable of extinguishing oil fires shall always be kept in every storage shed and small class B or C installations at strategic point and all persons employed at such locations shall be conversant with the use of such fire extinguishers.
(ii) Scale of firefighting provided in other areas of installation should be as per the requirement given in OISD Standard -117 for all installations approved by the Chief Controller after publication of the original standard OISD-I17. For Installations existing prior to the publication of this standard the firefighting facilities shall be improved to the extent feasible (keeping this standard in mind) and approved by the Chief Controller.

• Testing of Tanks under Rule 126:
(1) Storage tanks or other receptacles for the storage of petroleum-in bulk, other than well-head tanks, after being installed and secured in the final position or after undergoing re-installation or any major repair, shall, before being put into use, be tested by water pressure by a competent person.
(2) The water used for testing shall be free from petroleum and shall not be passed through any pipe or pump ordinarily used for the conveyance of petroleum: Provided that where the licensing authority is satisfied that it is not reasonably possible to convey water by pipes or pumps other than those ordinarily used for conveyance of petroleum, he may permit use of a petroleum pipe or pump for the conveyance of water subject to such conditions as he may impose.
(3) The competent person carrying out the test as required under sub-rules (1) shall issue a certificate; the certificate so issued shall be submitted to the licensing authority along with the application for the grant or amendment of a licence, or, in the case of any major repair, after each repair.
• Certificate of Safety Rule 130:
(1) A certificate of safety rule 130 signed by a competent person shall be furnished to the licensing authority before any petroleum is stored in an installation or a service station for the first time or whenever any additions or alterations to the enclosure walls and embankments are carried out or when any tank is installed or its position shifted.

What Is Non-destructive Testing?
✓ Non-destructive testing (NDT) is the process of inspecting, testing, or evaluating materials, components or assemblies for discontinuities, or differences in characteristics without destroying the serviceability of the part or system. In other words, when the inspection or test is completed the part can still be used.
✓ In contrast to NDT, other tests are destructive in nature and are therefore done on a limited number of samples ("lot sampling"), rather than on the materials, components or assemblies actually being put into service.
✓ These destructive tests are often used to determine the physical properties of materials such as impact resistance, ductility, yield and ultimate tensile strength, fracture toughness and fatigue strength, but discontinuities and differences in material characteristics are more effectively found by NDT.
✓ Today modern non-destructive tests are used in manufacturing, fabrication and in-service inspections to ensure product integrity and reliability, to control manufacturing processes, lower production costs and to maintain a uniform quality level. During construction, NDT is used to ensure the quality of materials and joining processes during the fabrication and erection phases, and in-service NDT inspections are used to ensure that the products in use continue to have the integrity necessary to ensure their usefulness and the safety of the public.
✓ It should be noted that while the medical field uses many of the same processes, the term "non-destructive testing" is generally not used to describe medical applications.

• What is Hydro-Testing:
Hydrostatic (Hydro) Testing is a process where components such as piping systems, gas cylinders, boilers, and pressure vessels are tested for strength and leaks. Hydro tests are often required after shutdowns and repairs in order to validate that equipment will operate under desired conditions once returned to service.
Furthermore, hydrostatic testing cannot be performed during normal operations and cannot monitor equipment for leaks after the test has been performed. On-stream equipment integrity is best managed by an effective fixed equipment mechanical integrity program.
Although hydrostatic testing is considered to be a non-destructive testing method, equipment can rupture and fail if the inspection exceeds a specified test pressure or if a small crack propagates rapidly.
Hydrostatic testing is a type of pressure test that works by completely filling the component with water, removing the air contained within the unit, and pressurizing the system up to 1.5 times (or as per design code) the design pressure limit the of the unit. The pressure is then held for a specific amount of time to visually inspect the system for leaks. Visual inspection can be enhanced by applying either tracer or fluorescent dyes to the liquid to determine where cracks and leaks are originating.

• What is Pneumatic Testing:
The purpose of pneumatic strength testing is to verify that a system may be safely subjected to its maximum operating pressure by testing it beyond its designed pressure limit. The pneumatic strength test uses air, or an inert gas medium such as nitrogen, to pressurize the system to 110% of its designed pressure limit. A holding period is then applied for a fixed amount of time and the results monitored to determine the safety and integrity of the system.
In circumstances when hydrostatic testing is not possible, for instance, the weight of hydro test water is too high for the pipe support system (e.g. gas service piping) and when the introduction of water to the piping may be detrimental to the process (e.g. catalyst or reactor contamination, cryogenic service system), then the components or system can be tested with nitrogen.
